Hazmat Endorsement Requirements in 2026
What you have to meet to qualify — age, licence, medical, training and the TSA assessment — plus what can disqualify you and where state rules actually differ.
Five requirements, four of them federal. You need a valid CDL, hazmat ELDT theory training from a registered provider, a passed TSA Security Threat Assessment, a passed state knowledge test, and — for interstate hazmat, which is nearly all of it — to be at least 21. The state-level piece is narrow: fees, how TSA enrollment is handled, and a small number of states that add their own rules on top.
The Five Requirements
Hazmat is an endorsement, not a licence class — you add it to a CDL you already hold or are in the process of getting. You’ll also need a current DOT medical certificate, since that’s a condition of holding the CDL itself. There is no separate hazmat medical exam.
Transporting hazardous materials in interstate commerce requires you to be at least 21. That covers virtually all hazmat transportation. This is federal, not a state rule, and no state can waive it.

What Can Disqualify You
Four of the five requirements are things you complete. The TSA assessment is the one that can come back against you, and it’s the question drivers ask most often and get the vaguest answers to. Here’s what’s actually known.
The Security Threat Assessment screens for specific disqualifying offenses — certain felonies within the last seven years, some that are permanently disqualifying, and factors including immigration status and mental capacity findings.
Where State Rules Actually Differ
The five requirements above are federal and identical in all 49 states we serve. The state-level differences are narrower than most guides suggest — but they’re real, and two of them can cost you weeks if you get them wrong.

Do You Need ELDT If You Already Hold a CDL?
Yes, if you’re adding hazmat for the first time. This catches out more experienced drivers than any other part of the requirement.
The February 7, 2022 exemption applies to licence classes, not endorsements. A driver holding a Class A since 2019 who adds hazmat in 2026 still needs hazmat ELDT — the length of time you’ve been driving makes no difference. Full explanation →
- Adding hazmat for the first time — ELDT required, whenever you got your CDL
- Held the hazmat endorsement before February 7, 2022 — exempt for that endorsement
- Renewing an existing hazmat endorsement — no new ELDT, but a new TSA check
- Transferring an existing endorsement between states — usually no new ELDT and often no new TSA assessment, provided the new state issues it within five years of your last one
Renewal Requirements
The hazmat endorsement runs five years, or sooner in states that tie it to your CDL renewal cycle. What renewal requires:
- A new TSA Security Threat Assessment and fingerprinting — the same 4–8 weeks as the first time
- The TSA fee again
- The knowledge test again in most states
- No new ELDT — it’s a one-time requirement for first-time applicants only
